Displayed loader in web step form because of Request-URI Too Long

      Steps to reproduce:

      1. Go to Configuration-> Host -> Web scenarios
      2. Create web scenarios
      3. Add step
      4. Type step name and url
      5. Select "Post type" as "Raw data"
      6. type raw data with ~16k symbols
      7. Add step
      8. Press step name to edit it

      Result:
      Displayed loader because there is request error - url too long. See screenshot
      Expected:
      displayed user friendly error message - not loader
