Required server performance, new values per second 239.97

We have 1 application zabbix server and 1 postgres 9.6.
2 vm with 2 cpu and 16GB di RAM.

Our database is 65gb and housekeeping costantly use 1 day of utilization
and fixed 25% of iowait on 15000k sas disk.

Evry 4h housekeeping start and use maxdeleterows of 500.

We have increased this parameter but nothing change.
