configuration -> host groups, open any group details - notice how Group dropdown for "Other Hosts" does not contain choice 'all'.
this is very inconvenient for small installations, and can be especially limiting for users who upgrade to 1.8 and have hosts that do not belong to any group.
previously all hosts were available i the dropdown, thus this is partially a regression
