Steps to reproduce:

1. Host network discovery is done by Zabbix active proxy
2. Multiple discovery rules defined for different networks.
3. Monitoring -> Discovery reports multiple hosts as discovered and up for each discovery rule
4. Actions created for every discovery rule to assign discovered devices to host groups, all actions are similar with differences in conditions and host group assignment
5. All other actions are disabled for test purpouses, just the actions for host creation left
6. All discovered hosts where deleted for test purpouses, multiple similar actions worked as expected except the affected ones
7. Proxy working as expected, regular config updates, no queue

Expected:

All discovered hosts are created and assigned to proper groups
