Maintenance without hosts and hosts groups

      Steps to reproduce:

      1. Create host.
      2. Create maintenance and select host.
      3. Delete host.

      Result:
      See that there is maintenance without hosts and hosts groups.

      Expected:
      It should not be possible to have maintenance without host and groups as it is redundant.

      sasha Additional checks in host.delete() and hostgroup.delete() API methods should be added.
