New timer does not set maintenance_update_flag for #2 and uppper process

      I checked the code for new timer process about tag based maitenance.

      #1 process calls zbx_dc_maintenance_check_update_flags() whether any flag is on or off. But, others do not set bit. So, #1 process always process.

      I attach the patch.
