Steps to reproduce:

1. Open Latest data with some numeric items.
2. Select them, press Display graph
3. Copy the URL and use this link in another browser. But typical use case - sharing the URL with someone else to show the data.

Result:
In the other browser the graph is opened but you can't change the time period displayed. None of the time selector controls do a thing. 

Expected:
Time period is functional for the same items. 

The time selection works and just tested on 3.0.12.

It also works in 4.0 if in the pasted URL you remove the sid part.
