Disabled empty multiselect and enabled input field looks the same.
As can be seen in this image from Configuration -> Hosts filter for Proxy field:

Possible solution to this might be to add extra styles for disabled empty multiselect, so it would look like disabled input field.

Note: disabled multiselect with values is already properly styled.
