Don`t change priority on opened triggers

      debian 9, zabbix 4.0.0, postgres 10

      Steps to reproduce:

      1. create trigger with priority "information"
      2. wait until it triggered
      3. change priority to "disaster"
      4. ...
         

      Result:
      See dashboard

      The priority of the trigger remained "information"
       

      Expected:
      I was expecting triggers to change the priority on dahboard
