When resizing browser on IE11 and Edge, widget scrollbars are still visible on widget.

      Steps to reproduce:

      1. Create a dashboard
      2. Add graph or classic graph widget. Make it vertically at least half of screen visible height
      3. Try to reduce the height.

      Result:
      In IE11 and Edge, there are vertical scrollbar when mouse is released (that's wrong). In other browsers widget content block is larger and scrollbar doesn't appear (that's correct).
