Steps to reproduce:

Install python Zabbix API wrapper:

~# pip install pyzabbix

Run the trivial script to import a simple template (both attached):

~# /tmp/zbx_test.py http://localhost/zabbix Admin zabbix /tmp/simple_web_template.xml

Result:

Get the following API error:{{}}
pyzabbix.ZabbixAPIException: (u'Error -32602: Invalid params., Incorrect item key "web.test.fail[Main]" provided for trigger expression on "Template Web".', -32602)

Expected:

Successfull import.

The same action via web interface is successfull (see attached screenshot).
