API user is getting error messages in only one default language

      Let's use default Admin for this example.
      1. Go to profile and change language to something other than English. And check that it's actually working.
      2. Login to API using that user.
      3. Perform an API call and get an error message.
      4. Observe that the message is in English, not the language specified in user settings.
