Unnecessary disabled link "Test all steps" in preprocessing without steps

      Steps to reproduce:

      1. Create new item
      2. Select preprocessing tab

      Result: "Test all steps" disabled
      Expected result: "Test all steps" appears only if one step is added . Or better, if two or more steps are added.
