Windows agent will return utf-8 string for system.uame and set it to CONFIG_HOSTNNAME

      By deciding hostname by system.uname, Windows will return utf-8 string. But Zabbix system does not consider it.
      So, I attached the patch to stop to set and the agent exits by failure.
