Issue with SNMP trap processing

      Steps to reproduce:

      1. The SNMP traps are received as can be seen on the tcp dump. 
      2. The SNMP traps are not being processed by snmptrapd

      Expected:

      1. The traps being forwarded should be resolved by snmptrapd and snmptt.
