Steps to reproduce:

1. Login by Admin and close some problem manually
2. Login by non-admin user, who has at least read rights to the host with problem from step 1.
3. Hover on green info-icon.

Result:
The message is: Resolved by user.

If Update problem page is opened there this record looks like - Resolved by Inaccessible user.

Expected:
The message on hint should be - Resolved by inaccessible user.
