Steps to reproduce:

1. Go to Configuration -> Actions, and Create New Action.
2. Open this action again and change its name.
3. Go to Reports -> Audit.
   Result (Expected): Records about new action creation and update present in Audit.
4. Go to Configuration -> Actions
5. Open created action and add one more operation to it.
6. Go to Reports -> Audit.
   Result (NOT expected): Record about action update does not present in Audit.
