Floating widget header does not always appear when the mouse is hovered over

      Steps to reproduce:

      1. Navigate to Monitoring -> Dashboard.
      2. Create a new widget of type URL with "Show header" option unchecked.
      3. Quickly hover over the widget.

      Result:
      The header does not appear.

      Expected:
      The header should appear.
