Steps to reproduce:

Configuration - Actions , trying to Add 

"Tag value х does not contain у"

Result:
In the list of Conditions appeared:

"Tag х does not contain у"

Expected:

In the list of Conditions  should appear:
"Tag value х does not contain у"

because "Tag" and "Tag value" are different conditions
