Problem description: If, while editing a host group, the option "Apply permissions and tag filters to all subgroups" gets set and the changes are saved, this option is unset when opening the corresponding host group configuration once again.

Steps to reproduce:

1. Navigate to Configuration => Host groups and open any existing host group (for example Templates) configuration form.
2. Set option "Apply permissions and tag filters to all subgroups" and press update.
3. Open the configuration of host group once again.

Result: the option "Apply permissions and tag filters to all subgroups" is not set.
Expected: the changes made while editing the configuration of a host group should be saved after pressing "Update" button - option "Apply permissions and tag filters to all subgroups" should be set
