Layout of host group multiselect in user group form is broken

      Steps to reproduce:

      1. Go to Administration -> User groups
      2. Open user group and select tab Tag filter
      3. Check host group multiselect

      Result:
      depends on browser, host group multiselect is above or below the tag fields
