Key "vfs.file.time[file.txt,change]" reports file creation time on Windows

steps:
Create file and check change time:

zabbix_agentd.exe -t vfs.file.time[file.txt,change]

Change file properties to read only and check again:

zabbix_agentd.exe -t vfs.file.time[file.txt,change]

Expected:
Time has changed

Actual:
The time stays the same
