Zabbix could not create log file after rotate, next fail.

      CentOS 7.6
      MariaDB 10.3.16
      Zabbix 4.0.11

      No steps to reproduce because it's very rare.

      Two times a year Zabbix cannot open log file it just have created after rotate and the Zabbix fails.

      No external log rotating software used.

      Result:

      Last error in the log is:

      zabbix_server [12509]: cannot open "/var/log/zabbix/zabbix_server.log": [13] Permission denied

      Expected:
      No problem with log file creation.
