Oracle: "Invalid argument" error when opening System information dashboard widget

      Problem description: When zabbix is running on Oracle DB, the following error is observed in System information widget:

      Invalid argument supplied for foreach() [zabbix.php:21 → require_once() → ZBase->run() → ZBase->processRequest() → CView->getOutput() → include() → make_status_of_zbx() → OracleDbBackend->checkEncoding() → OracleDbBackend->checkDatabaseEncoding() in include/classes/db/OracleDbBackend.php:84]
