Zabbix agent2 logs too much information with log level 0

      Steps to reproduce:

      1. Set up Zabbix agent2
      2. Add 
         DebugLevel=0

        to configuration

      1. Start Zabbix agent2

      Result:
      All information is logged.(Info, Critical, Error Warning, Debug, Trace)
      Expected:
      Only information of log level `Info` should be logged
