Steps to reproduce:
1. Create new Graph prototype widget with option "Dynamic item".
2. Select a graph prototype "Network traffic on {#IFNAME}" or any other that has some graphs generated
3. Display as minimum colums and rows as possible (I left mine at default 2x1 grid), but make so that there will be paging visible afterwards.
3. Save dashboard and open to view the widget.
4. See the header is showing 2 generated graphs and paging.
5. Select a different host in top. For example I chose Zabbix Server. Now only 1 generated graph is visible and the other cell is empty. Observe there is no paging in widget header. Makes sense.
6. Now select a host that has nothing and generates "No permissions error".

Result:
Widget content is "No permissions to referred object or it does not exist!" but widget header contains paging. Which does not make any sense at all.

Expected:
Widget header should not show paging in this case.
