Steps to reproduce:

Set {$DOCKER.LLD.FILTER.CONTAINER.NOT_MATCHES} for host or in template to ignore containers debian-troubleshoot and docker-troubleshoot.

See that this setting is ignored, even after config_cache_reload and closing the existing issue. It just reappears the next time.
