Steps to reproduce:

1. Add three macros to the trigger with identical tag name (as name:value)
   test:a test:b test:c
2. Setup action and user media
3. Add macro {EVENT.TAGS.test} for message type "Problem" in message template
4. Make trigger in problem state
5. Check tag in Reports -> Action log (displayed tag test:a)
6. Edit trigger and remove tag test:a
7. Update trigger and reload configuration cache
8. Edit trigger and add tag test:a again
9. Update trigger and reload configuration cache
10. Make trigger in resolved state and than again in problem
11. Check tag in Reports -> Action log (displayed tag test:c)

Result:
Not clear how tag selection works for macro. Looks like at first when the trigger is just created it sorts alphabetically, but then after trigger update happens some random sorting
Expected:
all tags with this name are displayed or one tag is selected in alphabetical order
