Incorrect labels in "Configrutation" -> "Actions" -> "Operations".

Steps to reproduce:

1. Go to "Configrutation" -> "Actions"
2. Create or edit action
3. Go to "operations" tab
4. Press "Add" or edit exist operation.

Result:

1. If operation type is "Send message" then label "Default media type"
2. If operation type is "Notify all involved" then label "Send only to"

Expected:
Labels need to be swapped. If type is "Send message" then label need to be "Send only to". If type "Notify all involved" then label need to be "Default media type".
