second sms going to users after one where only configured to be send once in action

      Have old configured an Actions to send sms to a users only once ,
      But the SMS is going to the users for second time also after one hour of the first sms
      Os Version : centos 7.5
      zabbix_server (Zabbix) 4.0.3
      Pls help
