Error message adding empty operation details to Action

      Steps to reproduce:

      1. Go to configuration -> Actions
      2. Create new action
      3. Go to operation tab (Recovery operations, Update operations same issue)
      4. Click "New" in operation. 
      5. Press "Add" without adding any information in fields. 

      Result:
      Error: 

      No recipients for action operation message. [actionconf.php:378 → CApiWrapper->__call() → CFrontendApiWrapper->callMethod() → CApiWrapper->callMethod() → CFrontendApiWrapper->callClientMethod() → CLocalApiClient->callMethod() → CAction->validateOperationsIntegrity() → CApiService::exception() in include/classes/api/services/CAction.php:1766]


      Expected:
      Only message - No recipients for action operation message.
