Setup process cannot be repeated

      Steps to reproduce:

      1. Log in as super admin
      2. Navigate to setup.php URL
      3. Successfully complete all setup steps
      4. Observe at final step, by pressing "Finish" button, you are redirected into login form.
      5. Log in again.
      6. Navigate to setup.php URL

      Result:
      Setup wizard is at final stage.

      Expected:
      Setup wizard should be at stage 0.

      Not observed in "release/5.0"
