ProxyDataFrequency seems not working

      Steps to reproduce:

      1. I change ProxyDataFrequency = 60 in server.conf

      Result:
      passive zabbix proxy still contact by zabbix server every second and make a lot of "TIME_WAIT" session in zabbix server.

       Expected:
      zabbix server contact passive zabbix proxy  every 60 seconds
