Strange error message when accessing to "Graphs" page with unlogged user

      Steps to reproduce:

      1. open Zabbix and logout
      2. open the "Graphs" page at this link: zabbix.php?view_as=showgraph&action=charts.view&from=now-24h&to=now

      Result:
      Strange error message: "Unable to load settings API parameters."

      Expected:
      Standard warning message with [Login] button.
