      OS: Ubuntu 20.4 LTS

      Steps to reproduce:

      1. Configure LDAPS according to documentation
      2. Successfully test LDAPS authentication
      3. Set auth default to LDAP
      4. Create new user account
      5. Attempt to log in with LDAPS
      6. Success rate is inconsistent. Requires trying multiple times in succession before logging in.

      Result:
      Cannot bind to LDAP server.
      Expected:
      Successful login.
