Steps to reproduce:

1. Create map
2. Add URL for image element in map properties
3. Add image element in map constructor
4. Open map
5. Click on image element

Result: context menu with the URL for image element isn't available (element not clickable). If add URL in the image item overlay dialog in map constructor mode and save the map, then context menu with URL's is available
