      Steps to reproduce:

      1. Open edit form of widget of type "Problems"
      2. Add few tags (leave tag empty, fill out just value)
      3. Save widget

      Result:
      Widget is saved and continues to function with incorrect configuration.
      Expected:
      Validation error.
