• Create a user and remove one of the severity levels
• create an action for internal reporting of unsupported items
• make an item unsupported
• the user will not get an email
• add all the severity levels to the user media
• create an items unsupported
• the user will receive the notification

It should work with any severity level not selected as it is an item that is unsupported so the severity level in the users media tab is irrelevant.

I have only tested this on 5.0.7 but i suppose this is broken over the whole 5.0 line

maybe even also on 4.0 ?
