services[,all] does not work in Agent2 (Windows)

      services[<type>,<state>,<exclude>]
state - all (default), stopped, started, start_pending, stop_pending, running, continue_pending, pause_pending or paused

      "all" in the <state> parameter will cause an error.

      services[,all]

      "Invalid first parameter." error occurs when using 'all' in the Windows with Zabbix Agent 2. (But "all" is default, so you can get it if it's empty.)
