not affected 'Create enabled' at item prototype for LLD on Frontend

      I checked 'Create enabled' to disabled at item prototype for LLD on Frontend and send values for creating items. But LLD items are created.

      By my researching, though it make 'status' column on imtes table 1, src/libs/zbxdbhigh/template_item.c in 5.0.x and src/libs/zbxdbhigh/lld_item.c in 4.0.x do not use its value to deter to create items.

      So, I attached the patch for 4.0.30.
