Cannot import exported Templates

      Ubuntu 18.04, PHP 7.3, nginx 1.14

      Steps to reproduce:

      1. Clean installation.
      2. No changes in configuration.
      3. Export templates in XML, JSON and YAML.
      4. Remove all templates.

      Result:
      Cannot import already exported templates. Attached screen shows the window takes hours with notthing.
      Expected:
      Imported templated from the previosu state, like after clean installation.
