Steps to reproduce:

1. Open edit role page for any role.
2. Add some API methods (allow or deny list, no matter) and Update rule.
3. Check role_ruleid for this role in DB (role_rule table)

        4. Go back to role. 

        5. Simply press update button, without any changes. 

        6. Check role_ruleid for this role in DB 

 

Result:
role_ruleid - changed. From 91 to 92. 

Expected:
role_ruleid - no changes.
