Reduce internal locking for the Zabbix Server process

      Steps to reproduce:

      1. Start Server with lot's of proxies and NVPS
      2. Profile workload

      Result:
      Internal locking is done more often than required
      Inability to start required amount of processes due to the locking between them

      Expected:
      Reduce locks as much as possible.
