zabbix_web_service binary itself does not generate PID file on starting.
systemd also does not create and does not read it.

So, the PIDFile=.... line in supplied unit file may mislead.
Suggestion is to remove it from the file.

I tried to remove it and service still can be started/stopped successfully.
