Zabbix server version 5.0.12 maintenance and actions problem after update

      Hello,

      If the host is in maintenance and a problem occurs, it should not be reported.

      After update to version "5.0.12", if a problem occurs on the host in maintenance, it is reported only after solving the problem, even though it should not.

      Tested on multiple different hosts, maintenance and actions.
