Y axis with no values

      Centos 5.4, php-5.2.3, zabbix trunk rev9949

      Graphs are often displayed with invalid values on Y axis, i.e. with justs zeroes. Ocassionally, some of them get valid values for Y axis, but I can not figure out when and why. Examples are attached to this ticket - same graph, on both pictures.

      Bug exist in latest trunk rev, 9949.
