Steps to reproduce:

1. Host in the <A,B,C> host groups;
2. Trigger action configured to execute a Action operation: <X action> on the Current host if <some> conditions are met;
3. Global actions: Action operation <X action> is executing script and is filtered to be executed only on the nodes which are members of the <C> host group;

Result:
After <some> conditions are met:

1. Zabbix service is triggering action to be executed (on the Event details windows info row is showing that script wasn't executed as: "Script does not have permission to be executed on the host").
