Steps to reproduce:

1. Create Dashboard without any widgets. 
2. In saved, empty dashboard click somewhere on "Add a new widget" (any place on this square).
   

Result:
Nothing happens. Create widget menu appears only when you click directly on "Add a new widget" link.
Expected:
"Create widget" menu should appear after clicking anywhere on this square.
