Steps to reproduce:

1. Create Trigger action with short Step duration (we use 10m)
2. Wait for problems that will be up for several months

Result:
A page with 75 problems, where the oldest one has 14374 actions, takes 45+ seconds to load, and uses a huge amount of php memory.
While 100 newer problems are loaded in 11 seconds.
Expected:
Fast loading of the page Problems.
