Steps to reproduce:

1. Go to Configuration -> Hosts
2. Open discovered host with no tags and macros.

Result: In Macros tab we see a message "No macros found." In Tags tab we see a row with empty disabled inputs and disabled button "Add".
Expected: We should have same behavior for same cases. Probably we need to show message in both these cases and also possible other ones.
